I enclose two copies of the Paport of the Fifth Committee of the Assembly on the Traffic in Opium. The recommendations made by the Committee were discussed and adopted at the Assembly this morning.

I enclose two copies of the Provisional Verbatim Pecord.

I discussed the Report of the Committee with Delevigne he fore he la ft, and he appeared quite satis fied that the recommendations of the Committee did not in any way prejudice the position of the ar Eastern Colonies.
